The court won't allow the video as evidence, because you didn't post a sign warning him that he was on camera. So much for that. Let's say you scratch the idea and glue the caps on. Same thing. He can't get it off, and he keys your car. My take on the situation? Park in your garage. Put a fence on your property. Make friends with the neighbors. Put a 2-stage proximity sensor on your car. There are many things you can do. But the bottom line is, they're going to keep doing it. And if they can't get the caps off, they'll do something else.
